The Norwegian Refugee Council is seeking a dedicated Logistics Team Leader to oversee logistics operations in the West Bank and Jerusalem, playing a vital role in supporting humanitarian efforts with impactful logistics management.
Job Description
The Logistics Team Leader will manage a designated logistics area, ensuring effective execution of procurement, fleet management, distribution, and asset-related activities. This role involves coordinating and implementing logistics strategies aligned with NRC’s mission to deliver life-changing support to those in need. Responsibilities
Generic Responsibilities
- 🤝 Coordinate timely operational planning and management of logistical activities
- 🔍 Conduct market assessments within the scope and requests of programme teams
- 👥 Line management of West Bank drivers, including support in recruitment and performance management
- 💼 Ensure anti-corruption, transparency, and cost-efficiency in all processes (e.g., procurement, vehicle management, assets)
- 🚗 Facilitate safe and efficient transportation of staff and goods
Specific Responsibilities
- 🚚 Lead and manage logistics services to meet project needs efficiently and cost-effectively
- 🤝 Collaborate with Logistics and Programmes teams to optimize safety and fleet cost-effectiveness
- 🗓️ Responsible for drivers' planning, working with the Logistics Officer to improve transport scheduling and monitoring
- ✔️ Oversee weekly vehicle checks and ensure proper information sharing with the Logistics Coordinator
- 🌐 Work closely with program teams, departments, and external partners for smooth logistics coordination
- 📑 Oversee procurement activities ensuring transparency and compliance with NRC and donor policies
- 🗂️ Manage NRC assets and fleet in West Bank and Jerusalem, ensuring proper documentation, tracking, and maintenance
- 📊 Monitor logistics KPIs, produce monthly reports, and identify areas for improvement
Qualifications
Generic Professional Competencies
- 🕒 Minimum 3 years of experience in logistics or procurement management with at least 2 years in supervisory roles, preferably in humanitarian or development contexts
- 📋 Strong knowledge of logistics operations, procurement, asset, and fleet management
- 💡 Experience complying with organizational and donor requirements, maintaining accountability standards
- 🎯 Ability to work under pressure, manage multiple priorities, and adapt to changing demands
- 🗣️ Fluency in English and Arabic
Context/Specific Skills, Knowledge, and Experience
- 🎓 University degree in Supply Chain or relevant field
- 🔑 Knowledge of main donors’ logistics policies
- 🌍 Experience in logistics management in the Middle East, especially Palestine and Israel
- 🤝 Excellent communication and interpersonal skills for stakeholder engagement
- 📜 Strong understanding of INGO policies, donor regulations, and compliance
- 🇮🇱 Knowledge of Hebrew is an advantage
