Overview
Established in 2004, BI Incorporated has been operating the Intensive Supervision Appearance Program (ISAP) for the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and Enforcement and Removal Operations (ERO). ISAP plays a crucial role in overseeing individuals in immigration proceedings by combining thorough case management with advanced supervision technology. We also partner with numerous community organizations to address participants' basic needs. As the program continues to grow and adapt, it serves an expanding cohort of participants with consistent positive outcomes. 🚀
Responsibilities
Summary: Provide case management for ISAP participants from entry to release by effectively administering the program’s policies and procedures aligned with the DHS contract.
Primary Duties and Responsibilities:
- Develop, implement, review, and update individualized case management and service plans in compliance with federal and state regulations.
- Meet face-to-face regularly with participants as per contractual obligations.
- Maintain accurate and comprehensive case records from program entry through release, ensuring confidentiality at all times.
- Conduct intake interviews and orientation sessions within designated timeframes.
- Install electronic monitoring devices as required and monitor compliance diligently.
- Assist participants in obtaining travel documents from their countries of citizenship; keep detailed logs.
- Assess English proficiency to facilitate communication and coordinate translation services, including emergency support.
- Connect participants with community resources such as transportation, healthcare, legal aid, housing, education, and religious support.
- Supervise participants within company offices, establishing schedules including counseling, court appearances, and legal services.
- Ensure attendance at orientation and cultural sessions; coordinate additional service evaluations.
- Regularly review service plans, conduct risk and needs assessments, and prepare progress reports.
- Report violations promptly according to established procedures.
- Verify participants’ residences through home visits as required by the contract.
- Provide emergency counseling when necessary.
- Build and maintain relationships with translation resources such as community organizations and volunteers.
- Perform other duties as assigned to support program success.
Qualifications
Minimum Requirements:
- Bachelor’s Degree required; preferred fields include Sociology, Psychology, Social Work, Criminal Justice, or related areas.
- At least two years of customer service or case management experience; experience in law, social work, detention, or corrections is preferred.
- Bilingual in English and Spanish is mandatory.
- Valid driver’s license and ability to safely operate a vehicle for home visits.
- United States citizenship required; residency in the U.S. for at least 3 of the last 5 years (including military or study abroad).
- Excellent verbal and written communication skills for engaging with colleagues, officials, and participants.
- Strong judgment, composure under stress, and conflict de-escalation skills.
- Attention to detail and problem-solving abilities.
- Knowledge of immigration laws, regulations, and procedures.
- Proficiency with computers, including data entry and interpreting electronic monitoring reports.
- Good typing skills and familiarity with departmental software.
Working Conditions
- Standard office environment with some local travel required.
- Use of typical office equipment such as computers, telephones, copiers, and fax machines.
- Physical ability to install monitoring devices, perform data entry, and conduct home visits.
- Ability to stand, walk, sit, climb stairs, and navigate vehicles multiple times daily for participant visits.
