Founded in 2004, BI Incorporated operates the Intensive Supervision and Appearance Program (ISAP) for the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and Enforcement and Removal Operations (ERO). ISAP plays a critical role in supervising individuals involved in immigration proceedings through comprehensive case management combined with proven supervision technology. We collaborate with a vast network of community-based partners to provide essential support to participants' basic needs. As the program demonstrates consistent success, it continues to expand and evolve, serving an increasing number of individuals.
Qualifications & Minimum Requirements ✅
- Education: Bachelor’s Degree required; preferred fields include Sociology, Psychology, Social Work, Criminal Justice, or related disciplines.
- Experience: Minimum of two (2) years in customer service or case management; experience related to law, social work, detention, corrections, or multicultural client work is a plus.
- Language Skills: Bilingual in English and Spanish required.
- Driver’s License: Valid license and ability to operate a vehicle for home visits.
- Citizenship & Residency: U.S. citizenship required; must have resided in the U.S. for at least 3 of the past 5 years (including military service or studying abroad).
- Communication & Interpersonal Skills: Effective verbal and written communication, ability to interpret rules, and prepare reports.
- Judgment & Temperament: Sound decision-making, ability to remain calm in stressful situations, and tactfulness.
- Attention to Detail & Problem Solving: Meticulous work ethic with a solutions-focused mindset.
- Knowledge & Skills: Basic understanding of immigration laws, computer literacy, and data entry skills.
- Technical Skills: Ability to interpret electronic monitoring messages, utilize department software, and perform data entry efficiently.
Work Environment & Physical Conditions 🚶♂️
- Standard office setting with some travel required.
- Use of office equipment such as copiers, computers, phones, and fax machines.
- Bending, stooping, and handling electronic monitoring devices.
- Ability to stand, walk, sit, climb stairs, and perform home visits multiple times daily.
Key Responsibilities 🎯
Summary
Manage casework for ISAP participants from entry to release by administering program policies aligned with DHS contracts.
Primary Duties
- Case Planning: Develop, implement, and review individualized case and service plans conforming to state and federal regulations. Regular face-to-face meetings with participants.
- Record Management: Maintain accurate and confidential case records from program entry through completion. Use appropriate tools and techniques for case management.
- Intake & Orientation: Conduct initial interviews and orientation sessions within specified contractual timelines.
- Electronic Monitoring: Install and monitor compliance with electronic monitoring devices.
- Travel Documentation: Assist participants in obtaining travel documents and maintain detailed logs.
- Language & Translation Services: Assess English proficiency, coordinate translation services, including emergency translation.
- Resource Connection: Link participants with community resources for transportation, healthcare, housing, education, legal aid, and social services.
- Supervision & Scheduling: Oversee participant activities within offices, schedule counseling, court dates, and legal appointments.
- Progress & Compliance Monitoring: Review service plans, conduct risk assessments, and prepare progress reports. Report violations promptly.
- Home Visits & Emergency Support: Conduct residence verifications and emergency counseling.
- Community Resource Liaison: Establish relationships with translation services and community organizations to support participants.
- Additional Tasks: Perform other duties as assigned to support program goals.
