Since its inception in 2004, BI Incorporated has operated the Intensive Supervision Appearance Program (ISAP) for the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and Enforcement and Removal Operations (ERO). ISAP plays a vital role in supervising individuals involved in immigration proceedings by combining comprehensive case management with proven supervision technologies. Our extensive network of community-based partners helps meet participants' basic life needs. With a track record of success, ISAP continues to grow and serve a rising number of participants.

Qualifications & Requirements 🎯

Minimum Requirements

  • Bachelor’s Degree required (preferred in Sociology, Psychology, Social Work, Criminal Justice, or related fields).
  • At least 2 years of customer service or case management experience required; experience related to law, social work, detention, or working with multicultural clients is a plus.
  • Bilingual English/Spanish skills required.
  • Valid driver’s license and ability to safely operate a vehicle for home visits.
  • Ability to pass a federal background check and obtain suitability approval.
  • U.S. citizenship required; must have lived in the U.S. for 3 of the last 5 years (including military or study abroad).

  • Ability to interpret and articulate rules, regulations, and instructions.
  • Ability to prepare detailed reports.
  • Sound judgment, professionalism, and stress management skills.
  • Tactful interaction with the public and multicultural sensitivity.
  • Basic knowledge of immigration laws, regulations, and procedures.
  • Proficiency in basic computer skills and electronic monitoring data interpretation.
  • Skilled in data entry and using departmental software.

Working Conditions ⚙️

  • Standard office environment with some local travel required.
  • Use of office equipment like copiers, phones, and computers.
  • Physical activities include bending, stooping, installing electronic monitoring devices, and making home visits.
  • Ability to stand, sit, walk, climb stairs, and perform various physical tasks throughout the day.

Responsibilities & Key Duties 📝

Overview

Manage case files and provide support to ISAP participants from entry through to release, ensuring adherence to DHS contract policies and procedures.

Primary Duties & Responsibilities

  • Develop, implement, and regularly review individualized case and service plans, ensuring compliance with regulations.
  • Maintain accurate, complete, and confidential case records.
  • Conduct intake interviews and orientation sessions with new participants.
  • Install and monitor electronic tracking devices to ensure compliance.
  • Assist participants with obtaining travel documents and maintain related logs.
  • Assess English language proficiency and facilitate translation services as needed.
  • Connect participants with community resources such as transportation, healthcare, legal, and social services.
  • Supervise participants in the office environment.
  • Coordinate schedules for legal and cultural orientation sessions, counseling, and other services.
  • Review and update progress reports, conduct risk/needs assessments, and identify program violations.
  • Perform home visits to verify residency and conduct emergency counseling when required.
  • Maintain relationships with translation and community resource providers.
  • Perform additional duties as assigned to support program success.
