📋 Overview

Since 2004, BI Incorporated has been operating ISAP for the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and Enforcement and Removal Operations (ERO). ISAP plays a vital role in supervising individuals in immigration proceedings, combining effective case management with proven supervision technology. We collaborate with community-based partners to fulfill participants' basic needs, and our programs continue to grow due to successful outcomes, serving increasing numbers of participants.

🎓 Qualifications

Minimum Requirements

  • Bachelor’s Degree required; preferred fields include Sociology, Psychology, Social Work, Criminal Justice or related disciplines.
  • At least two (2) years of customer service or case management experience required; experience in law, social work, detention, corrections, or multicultural services preferred.
  • Bilingual English/Spanish required.
  • Valid driver’s license and ability to safely perform home visits.
  • Ability to pass a federal background check and obtain suitability approval.
  • United States citizenship required.
  • Residency in the US for 3 of the last 5 years, including military service or studying abroad.
  • Strong communication skills—verbal and written—able to interpret rules and prepare reports.
  • Sound judgment, even temperament, and ability to handle stressful situations tactfully.
  • Attention to detail and problem-solving skills.
  • Basic knowledge of immigration laws and procedures.
  • Proficiency in computer skills, including data entry and electronic monitoring interpretation.
  • Good typing skills to maintain accurate case records.

Working Conditions

  • Standard office environment with some local travel required.
  • Use of office equipment such as photocopiers, computers, telephones, and fax machines.
  • Physical tasks include bending, stooping, and hands-on installation of electronic monitoring devices.
  • Ability to stand, sit, walk, climb stairs, and perform home visits multiple times daily.

🔍 Responsibilities

Summary

Manage the casework of ISAP participants from intake to release, ensuring adherence to DHS policies and procedures.

Primary Duties and Responsibilities

  • Develop, implement, review, and update individualized case management and service plans in compliance with regulations.
  • Maintain accurate, confidential case records from entry to discharge.
  • Conduct intake interviews and orientation sessions.
  • Install and monitor electronic monitoring equipment.
  • Assist participants in acquiring travel documents and maintain related logs.
  • Assess English proficiency and coordinate translation services as needed.
  • Connect participants with community resources covering transportation, medical care, housing, legal, and social services.
  • Supervise participants during office visits and establish schedules for legal and cultural orientation sessions.
  • Review progress, conduct risk assessments, and prepare progress reports regularly.
  • Report program violations promptly and conduct home visits to verify residences.
  • Provide emergency counseling if required.
  • Maintain relationships with community translation resources including NGOs, volunteers, and educational institutions.
  • Perform other related duties as assigned.
