Position Overview

Location: Manhattan, NY (Field position)
Language Requirement: Fluency in Spanish strongly preferred
Work Authorization: Must be authorized to work in the U.S. without visa sponsorship now or in the future. Sponsorship is not available for this role.

Purpose of the Role

The Health Benefit Representative (HBR) plays a key role in educating and assisting individuals with enrolling in affordable health insurance coverage through the NY State of Health Marketplace. This includes programs such as Medicaid (NYM), Child Health Plus (CHP), Essential Plan (EP), Qualified Health Plans (QHP), and Health & Recovery Plan (HARP). The HBR engages prospective members, supports current members with renewals, and promotes community engagement—all while ensuring compliance with regulatory standards and providing excellent customer service. 🚑

Key Responsibilities

  • Educate and assist individuals with enrollment in various health plans via the NY State of Health Marketplace.
  • Explain program eligibility, federal premium tax credits, and cost-sharing reductions, highlighting potential impacts.
  • Teach members how to use Fidelis digital tools such as the member portal and mobile app.
  • Describe plan features, benefits, and cost-sharing mechanisms, including deductibles, co-pays, and co-insurance.
  • Assist consumers with document submission through scan, fax, or mail.
  • Support members with renewals, recertifications, and premium payments.
  • Provide culturally and linguistically appropriate assistance.
  • Conduct public education sessions and community presentations to raise awareness of Fidelis Care.
  • Participate in community forums, workshops, and events related to ACA initiatives.
  • Maintain detailed activity tracking and monitor application statuses to ensure accuracy and timeliness.
  • Manage and update personal dashboards, follow up on leads and inquiries, and record dispositions in the CRM system.
  • Ensure compliance with conflict-of-interest standards and privacy regulations, safeguarding PHI at all times.
  • Perform data entry and maintain accurate applicant records during initial enrollment encounters.

Additional Responsibilities

  • Work flexible hours, including evenings and weekends, to meet community needs.
  • Participate in all relevant training, webinars, and certifications, including annual recertification for Marketplace Facilitated Enrollers.
  • Stay updated on industry and regulatory changes related to the ACA and Marketplace operations.
  • Maintain confidentiality and discretion with business files, reports, and conversations.
  • Perform other duties as assigned to support team objectives and organizational standards.

Qualifications & Requirements

  • High School Diploma or GED required
  • At least 2 years of experience in managed care, sales, customer service, or related fields (preferred)
  • Basic computer skills required
  • Excellent public speaking skills and experience
  • Driver's License: Preferred for NYC counties; Mandatory for non-NYC counties
  • Must complete and pass NY State of Health approved training and certification, including annual recertification

Compensation & Benefits

Pay Range: $23.23 - $39.61 per hour 💰
