Carver Center is seeking an enthusiastic and dedicated Bilingual (English/Spanish) Case Manager to support out-of-school youth through our Youth Workforce Development programs across Westchester County. Position Specific Duties & Responsibilities
Participant Recruitment, Enrollment & Assessment
- Conduct targeted outreach throughout Westchester County to identify and recruit eligible out-of-school youth (ages 16–24).
- Verify participant eligibility following WIOA guidelines and maintain compliance documentation.
- Complete intake assessments and bootcamp to identify academic levels, career interests, work readiness skills, and potential barriers.
- Develop and maintain personalized Individual Service Strategies (ISS) aligned with each participant's goals and needs.
Case Management & Support Services
- Provide consistent, individualized case management through meetings, check-ins, and coaching sessions.
- Connect youth with supportive services such as childcare, housing, transportation, legal aid, and health/mental health resources.
- Monitor and document progress towards educational, training, and employment milestones.
- Support youth in overcoming barriers, fostering accountability, and achieving personal and career goals.
Career Readiness & Workforce Development
- Facilitate workshops and coaching focused on career exploration, job readiness, financial literacy, and soft skills development.
- Place participants in internships, on-the-job training, and subsidized work experiences aligned with their interests.
- Collaborate with employers, schools, and training providers to create job opportunities.
- Track and distribute stipends based on milestone achievements such as training modules, credentials, or readiness benchmarks.
Educational & Vocational Support
- Help youth re-engage with GED, high school equivalency programs, vocational training, apprenticeships, or post-secondary education.
- Coordinate with training providers and educational institutions to ensure progress and successful completion.
- Assist with applications, enrollments, and transitions into further education or training programs.
Program Compliance & Reporting
- Maintain thorough documentation of services, progress, and outcomes in systems such as Bonterra and OSOS.
- Ensure participant files adhere to WIOA regulations and are audit-ready.
- Track key performance metrics like credential attainment, literacy/numeracy gains, and employment retention.
- Prepare monthly and quarterly reports for leadership and funders.
Collaboration & Community Engagement
- Forge and nurture relationships with community organizations, schools, employers, and partners.
- Represent Carver Center at workforce development meetings and partner events.
- Work with internal departments to ensure youth access comprehensive wraparound services.
- Contribute proactively to a positive, team-oriented work environment.
- Assist with report generation and other duties as assigned by leadership.
Work Schedule
Monday – Friday, 9:30 AM – 5:30 PM
Some evenings and weekends may be required.
Qualifications & Requirements
- Associate’s degree in Social Work, Human Services, Counseling, Education, or a related field; Bachelor’s preferred.
- Minimum of 2 years' experience working with youth, young adults, or vulnerable populations; workforce development experience a plus.
- Knowledge of WIOA guidelines and/or case management in federally funded programs is advantageous.
- Strong organizational, communication, and interpersonal skills.
- Ability to build rapport, motivate, and hold participants accountable.
- Proficiency in Microsoft Office and case management databases such as Bonterra and OSOS; experience preferred.
- Clear and effective verbal and written communication skills.
- Flexibility to adapt to changing circumstances.
- Bilingual proficiency in English and Spanish (required).
- Must be able to travel within Westchester County for outreach and meetings.
- Ability to interact empathetically with individuals facing mental health issues, housing instability, recent institutional release, or other complex situations.
Position Overview
The WDAY/WIOA Case Manager acts as a mentor, advocate, and resource specialist for youth in Westchester County. This role involves assessing, planning, and guiding participants through education, vocational, and employment pathways, while ensuring compliance and fostering strong community relationships.
Physical Demands
Must be able to drive a 15-passenger vehicle and carry weights up to 20 lbs.

Originally a small daycare for African American children, it expanded over the decades into a comprehensive community hub with classrooms, a swimming pool, gymnasium, tech lab, food market, and STEAM makerspace. - Hourly Rate: $22.50 – $24.00, based on experience
